I'll stay out of the armor question since I haven't really been around; as to the add one more ability ... lets not be too fanboyish and pack everything And the kitchen sink into a card ....

How about:
Supreme Overlord Shimrra Faction: Yuuzhan Vong Cost: 67 Hit Points: 180 Defense: 21 Attack: 16 Damage: 20
Unique, Melee Attack; Double Attack Clamp (An enemy hit by this character's attack takes +10 Damage and cannot move this round; save 11 negates) Force Immunity (Enemies cannot affect this character with Force powers, or spend Force points to reroll attacks against this character or to respond to this character's attacks and abilities) Furious Assault (Replaces turn: Can move up to 12 squares, then attack each legal target once) Melee Reach 2 (When attacking, this character treats enemies up to 2 squares away as adjacent) Resilient (Immune to critical hits) Vonduun Crab Armor 11 (When this character takes damage, he can reduce the damage dealt by 10 with a save of 11)
Commander Effect: Yuuzhan Vong allies gain Furious Assault.
As Supreme Overlord of the Yuuzhan Vong, Shimrra ruled with an iron fist and had a reputation for ruthless cruelty.

One thing, though. I believe we chose to give Shimrra Resilient to make up for his lack of VCA (I'm pretty sure we suggested Parry as a replacement, but chose Resilient instead). Since he has VCA now, we could swap Resilient for a different ability (or simply drop it). I thought I should point that out. Maybe something to showcase his "ruthless cruelty"?

"Ruthless cruelty" sounds like a damage booster to me, and I think that's what we want to stay away from, yes?
I'd be okay with cutting it or keeping it, but I'm not sure about replacing it. He can already dish out a fair amount of damage -- and immobilize a bunch of opponents. If he can do more on top of that, might it be too much?

I could see Doctrine of Fear. Surf? Dendrite? Well, since he's not someone you'd want to see in a dark alley, I could see Doctrine ..... to be clear, because of the VCA, we talking about changing Resilient to Doctrine?

Doctrine always seemed more of an Imperial thing to me... I'd be okay with it, but also, unlike Stealth or Evade, it's a quite rare (and specific) ability. Since we already have Jerec with it, I hadn't really considered it...
With the theme of 'buff' abilities, I was going to suggest Empathy...seeing the Vong's frequent use of shaped beasts...

Surf: Yes, we're talking about potentially replacing Resilient with something else, possibly Doctrine of Fear.
Dendrite: That's a good point re: Jerec. Do we want to use the ability on 10% of our pieces?
While I could see Empathy for the Vong in general, I don't think Shimrra's the guy to bring it. He himself had no affinity for "monsters."

I had forgotten about Jerec, that's a good point. We probably don't want to give such a rare ability to two pieces in our set.
I agree with Gwek on Empathy. It's definitely something for the YV, but I don't think Shimrra fits the bill as well as other YV would.

That's quite possible. I could definitely see something like that for Shimrra. I have quite a few ideas, but first: do we want to see if we can come up with some fresh new custom abilities (trying to sound as unbiased as I can , or do we want to stick with Resilient?
