I'd say he's a little too powerful for a non-unique (despite the relatively low stats). Personally, I'd suggest making him a "dark Consular" in the same way that the DJM is sort of a "dark Guardian."
Consider dropping Double Attack, lowering Force to 3 (when we game up with Force Meditation over at the original KotOR project, I think we usually set the starting number of 3 for non-uniques), and maybe drop Drain Life down.
As is, I'd take this guy over most of the more expensive uniques in the faction, and that's not necessarily a good thing.

I love the concept, but I agree with gwek here.....he becomes the JWM of the sith, and while the JWM is a great piece, it killed republic jedi.

I think he keeps Double, but perhaps a lowered attack would be in order for that.

gwek: Incidently, I was aiming for a dark Jedi Master feel (although making it different to the DJM), and saving the dark Consular feel for a Dark Jedi Consular. Acutally, do you know where I can find your Jedi Master stats from the DVKotOR set?

He can lead a small squad of lesser Jedi (as indicated above) or served as support for big-name uniques.[/quote] While I don't thing Force Lightning is TOO powerful, Drain Life 2 on a non-unique scares me. (Well, actually, it scares me all around). It's just cheap enough that it can be used repeatedly, but it can STILL return 60 HP, which will bring the Sith Lord from the bring of death to full. Between Force Meditation and HoloSid, this can be done almost at will!

I had actually designed these before HoloSid, so I never saw that pairing coming. In fact I never saw it after he came, so yeah. Anyway I removed it. As you can see I've made it similar to the Jedi Master, just for kicks.
As for the Sith having a Dark Jedi Master already, yes I know that. However I wasn't actually going for a Dark Jedi Master, but instead a dark Jedi Master. As in a Dark Side version of a (in this your) Jedi Master.
Fear, by the way, is only a concept ability. It'll probably see some form of change. Looking at it, it might be too powerful with Force Focus, or it might be a good pairing. I'm thinking the former...

Yeah, HoloSid was a bit of a curvebull, huh? To me, at least, half the fun of designing is REdesigning to stay up to date. I think you can streamline a bit. One of the reasons I made use of abilities like Soldier, Consular, and Sentinel is because of the nature of some of the OR commander effects (WotC's OR Captain and my OR Officer, who both provide "Squad" abilities). Without similar CEs, is Dark Consular needed? Force Strike is a power that I always miss, but how often would it see play here? Strike and Lighting 2 both do 30 damage at a range of 6. Lightning damages 2 adjacent targets, making it often worth the extra FP. Force Strike might be cheaper, but only works on Droids, so the only time it would see play is when the Sith Lord faces a droid opponent with no adjacent allies. Will it be used? Sure, sometimes. Will it be used often enough to make it worth keeping? Not so sure... If you're looking for a different spin on Fear, how about "Force 1; this character gains Doctrine of Fear until the end of this round"?

Force Thrust would be similarly sub-optimal. Sith Lightning is a sure 30 damage. Thrust is 20 damage, 10 with a save. Sure, it costs 1, but is it worth it?
WotC doesn't give "unleashed" abilities to non-uniques.

I mean unleashed abilities as in Force Y X (where Y is a word and X is a number).
So, I was thinking something like, Force Thrust 2 (Force 2, replaces attacks: range 6, 30 Damage; save 11 for 20)
Would that work? Or, then again, maybe I should just do away with it.

I've said it in a number of threads: there are very few pieces with multiple damaging Force powers. In most cases, it simply serves to clutter the card.

Although there aren't a whole lot of WotC pieces with Force Stun, it might be intentional that Malak, a fallen Jedi, is the only "darksider" with that Force power.
Now that I'm looking at the character again, maybe two damaging attacks could work? Maybe a pairing like Force Lightning (certain damage against a single target) and Force Whirlwind (saving throw damage against multiple targets)?
