I think this guy is too powerful to be a non-unique, as statted. He's already at the top of the cost range for non-unique normals (ie, those that are not droids, huge, or savage), and has higher HPs than most non-unique commanders (with 2 Mandalorian exceptions, all have 50 HP or below). He also represents the first "normal" (eg, non-savage, non-droid, non-huge) with Triple Attack. I ain't even gonna touch the commander effect. All that adds up to a piece who has interesting stats as a unique character, but as a non-unique, breaks a number of WotC game design tenets. Sliding past one might be a good experiment, but he goes past a fistful.

Gotta be honest, my first suggestion would be to make him unique (and possibly keep the price intact, since I think he might be a little underpriced, when you consider the commander effect).
If he stays generic, the stats are very high for a non-unique commander (WotC seems to make most of their non-unique commanders fairly killable for game balance) and Triple Attack also seems better suited to a unique.
On the other hand, if you take the commander effect off, he's pretty solid as a non-unique... but I don't think you want to do that.
The CE is another thing that drives his value up considerably. I would actually strongly suggest dropping the Extra Attack part (even if you make him unique). Although it's more limited that Krayt's CE, it devalues Krayt. CEs giving out Extra Attack are extremely rare.
Parry is a GREAT addition to the Sith faction on it's own, although you might even want to further limit it to Sith allies OR those with lightsabers OR those with Force ratings. While I can see that you're trying to boost some of the Sith's pieces, I think there are a number of Fringe pieces who will probably benefit more.
It might be worth considering splitting this character into two characters (a generic Sith Blademaster with most of the stats intact but no commander effect, and a unique commander--maybe Yuthura Ban?--who brings Parry to the faction).
I think there are great ideas in here, but the trick is finding a good balance.

Parry and Triple Attack is a bit much outside of a Sith Lord. Now that's power creep.
Gwek has some good comments on the CE, and I think another Yuthura wouldn't be out of the question here.

YIKES!
The majority of the Sith pieces this affects already have Double Attack, so you're creating an army of Double/Twin... or, at a higher value game, TRIPLE/Twin, with Krayt's commander effect.
Could be that I'm panicking, but I'd strongly advise examining the ramifications of this before getting close to finalizing.

Well, true. But I don't think WotC cared when Canderous got Twin. And all other Mando followers.
But yeah, excluding Fringe, they're aren't many non-Unique allies with Melee (4 to be exact), and yes while the majority of them have Double (and therefore Triple with Krayt), they aren't cheap and the combo of Krayt and the Blade Instructor is worth over 100 to begin with.
