I altered the Affinity idea that was floating around a bit since she distrusted jedi so much. Also Doctrine of fear from working with Tarkin. I think Careful Shot is a nice CE that works well with the RS Stormtrooper Officer. Finally, Reinforcements allows Imperials in a NR squad...which without lack many good non-force-users.
EDIT: In retrospect, perhaps we want to change that Affinity restriction to Non-unique force users since most of the good NR characters are unique ones.

I think something would need to be done about the Reinforcements. It's an interesting idea, but presents many odd options (Imperial Dignitary, Probe Droid, Admiral Piett, Dark Troopers, a whole gaggle of non-Unique darksiders...).
The Empire has some of the cheapest military commanders AND non-Unique Force-users in the game. I don't think we want Daala bringing those with her to the New Rep.
We could lose the affinity, if we need to, I suppose.

I was thinking about Daala, and as with so many of these characters, we need to figure out WHICH Daala we're talking about.
I believe her career goes something like this:
1) Talented Imperial who is biased against because of her gender. Becomes Tarkin's protege/paramour.
2) Although her star rises, what she mostly does is get defeated. Like, seriously, this woman cannot catch a break. She's constantly losing. She may be one of the biggest losers in the EU.
3) The long period of loss after loss is punctuated by some serious acts of callousness and cruelty, such as when she kills the Imperial warlords to consolidate power... Although she's never really able to leverage any power out of it.
4) She retires/disappears.
5) She returns, working with Palleaon and the Mandalorians. Using the Mandos, she helps defeat Caedus, and then succeeds him as head of state of the Galactic Alliance. At that time, she still uses the Mandalorians, now using them to keep the Jedi in line.

Look at that brief history, I see a few "hooks."
1) Some connection to Tarkin (as Dendrite did with Doctrine of Fear).
2) Something playing off her cruelty, her long string of defeats, or both.
3) Something working with her connection to the Mandalorians.
If we decide to give her affinity to the New Republic, I think #3 should definitely be included, since her involvement with the Mandos is the constant element that marks the transition from the end of her Imperial career to the beginning of her Galactic Alliance career.

So maybe as part of her CE, "You squad may include Mandalorian characters" like Ulic's (I'm not, by the way, attached to Careful Shot, it just seemed to fit)
Also for cruelty/losing: Fire Support Mission CE, or "Followers within 6 squares may make an immediate attack whenever an ally within 6 squares of them is defeated"
As for the Reinforcements, we could use a variation of the Military Reserves you have for Karath.

Let's try this, then:

CE: Your squad may include Mandalorian charaters. Followers within 6 squares may make an immediate attack whenever an ally within 6 squares of them is defeated
Another CE possibility could be a Mon Mothma "death shot" CE.

Bringing Mandos to the Empire could be really, really nasty. Imagine the possibilities if you brought MtU in, granting all those Imps Twin Attack...scary. Perhaps give her affinity for Mandos, but keep all the Imperial Reserves and stuff, so in addition to helping the Empire, she can help Mandos as well.

I don't really think she needs Mandalorian Affinity. She was never really part of the Mandalorians... she just hired them more than once.
As to bringing in ManUlt: Sure, he can use Conscription to Mando-ize the Stormtroopers, but he costs 75 points, and I imagine our Daala will cost at least 30. Even at 200 points, that's more than half your squad, right? Is that such a terrible thing?
Since she can work with three different factions, I think we need to look at the interactions.
When she worked for the Imps, she hired the Mandos.
When she worked for the NR, she hired the Mandos. Arguably, she might also bring Imperials along (those working closely with her... one of the sub-plots in LotF is about how the Galactic Alliance is becoming a little too Imperial under her control).
I think she should be Imperial, possibly with NR Affinity.
If so (assuming we want to go in this direction at all), she should be able to add Mandos, but NOT New Republic to an Imperial squad.
She should be able to add Mandos and POSSIBLY SOME IMPERIALS to a New Republic squad.

I don't recall her allying with the Mandos until much later on in her career. In all honesty, there are 2 roles in which she became well known, her attacks on the NR from the Maw (as an unsuccessful warlord), and her role as GA CoS. And I think we should probably go with her initial appearance since that seems to be where most initial stats are made from.
I think Doctrine of Fear works for her. But one of her biggest flaws seemed to be that she was doing alright as a Commander, but as soon as one thing went wrong, she flipped a switch and basically gained a bloodlust for her opponent.
So as far as her stats are concerned, I'm fine with what's been given so far. But I'd like to see her with a good CE, but with a flaw in it.
CE (Insert bonus here). Followers gain Impulsive Savagery (whenever a Unique Ally is defeated, for the rest of the skirmish this character gains Savage).
Basically this represents her ability to fight, but also shows what happens when she begins to get a bit unhinged in a fight and loses battles she otherwise should have won. And a way of arguing that she is a decent Commander, despite her string of losses.

If we give her New Republic Affinity (not a done deal), we're going with late-era Daala. THAT'S the Daala who worked with the Mandos both as an Imperial and as part of the New Republic (well, technically, the Galactic Alliance, but they're the same faction in SWM). She is also well known as Tarkin's GF and as a failure. As with many of the characters, I agree that we need to figure out which part of her career we want to showcase. If we want to do "early Daala", neither Affinity for the NR nor any connection to the Mandos is appropriate. Now, my personal opinion is that to do "early Daala" is to do a piece that WotC has done before (although most of the existing pieces are male). She's basically just another Imperial admiral/general/moff. I see where you're going with it the concept, but I have a lot of reservations. Specifically, I think Impulsive Savagery is a bad idea (I would almost want to go with something more like Karmic Luck instead). In general, we're risking following the Nute Gunray model.

I'm going out on a limb here (I know little of anything after the YV War...), but from the sounds of it, she should only be able to bring non-Unique Mandos into the NR. That would still allow nearly all of the Mandos into a NR squad, but keep her from bringing the Unique Mandalores from wars that took place thousands of year earlier (while the non-Unique Mandos are generally from any time period where organized Mandos exist).

That's a possibility (and was something I almost suggested myself). Here's my minor issue with it, though:
If she can bring Mandos into both the Empire and New Rep, it should probably be via the same mechanic (eg, if it's limited to non-Uniques, that shouldn't be just for the New Republic, but Uniques are allowed in an Imperial squad). She specifically works with Boba Fett (when she's part of the Empire), so non-Uniques would be somewhat inaccurate. (Again, this is a minor issue, but I wanted to bring it up.)
Other options:
* Mandos gain Mercenary.
* Mandos can be brought in only via Reinforcement or Reserves (which would limit you to, what, 30 or 40 points at a single shot?)
I guess before we figure out how to best make the Mando angle work, we need to decide if we want to go with late-era (and Mando-friendly) Daala.
