I believe so, in which case, it wouldn't affect this character. Twin would be good, too, and even if Krayt's CE affected him, I don't think it'd be totally out of character for this guy to have four attacks. They hit pretty hard in the Trayus Academy.

Lol, I thought that Krayt's CE was identical to the new Vader's, which it isn't. I think Twin is good.

I think he looks good, other than the fact that he only has 2 FPs. That means that if he uses Force Cloak, he can't use Drain Life. Not a major problem, it can just be annoying to have to pick (like on WotC's Kreia) at times.

Yeah, but unless your opponent is fielding a squad with a lot of melee characters (rarely happens), you're going to use Cloak. So Drain Life wouldn't come into play at all. It's just something to think about; I don't think giving him 3 Force points would be out of the question.

The piece may have been designed in order to force a choice. Yeah, that sort of was the intention. If your opponent is using Accurate Shot or It's a Trap, use Cloaked. Otherwise, the SEA has Stealth to rely on.
