My 2 cents ... as a Rebel, they already have too many options; do we make him "playable" by aggressively costing him in a faction thats already filled to the brim, or do just say heck with it and go 26 with the idea that "you want Tycho, this is it?" Of course, if we go NR with rebel affinitiy does it make any difference??

And he's not a bad piece, even for that cost. He's not the new face of the Rebel meta, but he works effectively if you play him as intended. Thumbs up from me on 25-26.

I think Tycho is still good overall and he will certainly fit on a card. However, I would like to make the following suggestion:
Let's cut Quick Reactions from the commander effect.
As GF indicates, Tycho himself doesn't have Quick Reactions (which I personally think is okay). In addition, the characters who benefit from the CE--pilots--shouldn't really be in melee range if they can avoid it, so Quick Reactions should very rarely come into play.
