No, sorry, my last post didn't make sense. Is it really that big of a deal to drop any attacks to use that CE? I mean, would anyone ever choose not to use it?

Still not sure what you're asking, but what, if anything, the power replaces indicates how it can be used:
*Replaces turn means the character can use it once, but has to sit there (so needs to be in position to use the power, and is unprotected after).
*Replaces attacks means the character can use it once, and can still move but cannot attack. Tactically, a MUCH better option than "replaces turn."
*If it doesn't replace anything, not only can it be used along with moves AND attacks (or a double-move), but if the character has MotF or access to a similar option, the ability can be used multiple times.

What I mean is this. Would any player choose not to use the ability if it only replaces attacks? Seeing as how Vandar has essentially no attacks, the "replaces attacks" would only rule out other powers which replace attacks."

As well as a double-move. Which can be very useful on a non-combat piece. And it costs FP, so it's not like he's using it every round. I think it's fine.
