Here's the last Supreme Chancellor of the Republic, Supreme Chancellor Valorum. There's not much to the character that's important to the overall Star Wars story, except that he was voted out, so we decided to focus on that. Thus our new Special Ability: Vote of No Confidence. We wanted to do more for Senate Guards and such, so we added Rapport and the CE. Reserves is pretty common for "leader" characters. We modelled him on Supreme Chancellor Palpatine, and suggest you use that mini for this character, as well. Anyway, let me know if it looks good or if it needs some tweaking. That's a very interesting character. Vote of Non-Confidence is especially cool. It would be interesting to see how that plays out over the course of a round. The CE is powerful, but I think it's balanced, considering how difficult it can be to get Squad abilities to work with the more powerful pieces. He would be a good addition to a Youngling swarm, however.
The only thing I find to be out of place is the defense score. A base rating of 20 is Jedi level, and diplomats of this nature usually have low defense. I probably wouldn't want it above 14, which is what Palpatine's defense score is.

I do like Vote of No Confidence. Cool concept. Even if he wasn't technically the last Supreme Chancellor. Last good one, perhaps. As for the Defense, it is too high. Perhaps he could grant Bodyguard, or something, if you're worried about his survival, but not higher than about 13, 14 as BH said.
