Yeah. If it didn't replace turn, it would be too powerful, but as is, it's good.

Yeah. I basically combined Careful Shot +6 and Deadeye (+20) into one ability. I think I'm going to make him a commander, though, because I don't want him to gain Twin Attack from the Captain. Something not too powerful or abusable, but makes some of the less usable Mando shooters good. I'm thinking something like this:
Non-Unique Mandalorian followers within 6 squares with Cunning Attack gain Cunning Attack +20.
So the Mando Trooper, Gunslinger, and Death Watch Raider get a bit better, and might see some more playing time instead of the ever-present Scouts with Ram. What do you think?

The Mandos already have some problems with CE abuse. You could just add Arrogant - but that might not fit. That CE isn't a bad solution, though. It's not as bad as it could be - at least you aren't granting Opportunist...

Lol. Quite a few Mandos have Cunning, so Opportunist would be overpowered, yeah. The Gunslingers would be a good pairing with the Scouts for a combination of Cunning +20 with the Scout's Oppo.
