I'd lower the defense (the Bacta Tank has an 8, the Golan tower has a 12), but other than that, looks good.

I'd say keep the cost at 15. Although the piece has Emplacement, there are very few non-huge pieces that can inflict base 40 damage.
If you want to lower the cost a bit, give it Savage (in which case I think 12 is reasonable). Without Savage, there are a number of commander effects it can benefit from.

Well, being Fringe, it could be effected by a lot of useful CEs. Savage could help, but I think it looks pretty good.
