I threw this out on the Custom stats board on WOTC a week or two ago, so I thought I'd show it here ...
Human Refugee Cost: 2 HP: 10 Def: 10 Atk: 0 Dmg: 0
Special Abilities
Refugee (This character is not a legal target, and does not count as the nearest enemy, if a legal enemy is in line of sight. These restrictions apply even to adjacent attackers.)
There had to have been situations where bystanders were present in war, and they all can't be Caamasi Nobles ...
I used a D&D Human Bandit for the fig ... got 26 of them. Paint them different colors and you have a crowd running for it's life ...

Is there any functional difference between Refugee and Diplomat?

Cheaper $. Since the Diplomat's only real function is to get in the way ... well, isn't that what a refugee would do? I created him when I remembered a Thread on WOTC about civilian figs ... especially ones not carrying guns

I wasn't asking about the pieces, but the special abilities. Are the two special abilities identical?

Pretty much ... had to base the ability on something ... But at 2pts a fig, a board could get pretty crowed I suppose ... just like a crowd scene during a terrorist or surprise attack ....

If the ability is identical, just use the same ability. Sure, the refugee isn't a "diplomat", but then Visas Marr never yelled out "It's a Trap!"
Using that reasoning, the piece should cost 3, not 2, because it's identical to the Caamasi Diplomat except for -2 Defense. By most standards, a point of Defense equates to 1 point in cost.

well, I'd give them 0 defense if I could, but wouldn't that mean they're technically dead??

I agree that he should cost more than 2, he would be used just as an activation in a lot of squads and would basically replace the Noble. I'd give him something like 6 defense, because I'm sure even Peace Brigade Thugs could dodge blaster bolts better than civilians could...

Civilians get killed a lot - that's just not something Star Wars shows a lot of. In Labrynth of Darkness, there's a Sep raid on Coruscant, and civilians take thousands of casualties.
