What's the design thinking behind this character? Why wouldn't someone just take use one of the Fringe bodyguard pieces?

As a soldier he qualifies for SA. As a Trooper he qualifies for Double attack and Deadeye. The bodguard gains none of those.

True enough, although I still think it's a bit of a weak piece (in that it doesn't seem to reflect the tone of the Onderon Soldiers).

I was thinking Synergy (with Onderon characters) might be good to represent how most (or some) of them were nationalists (or planetists?).

I like the idea of them as "nationalists", and Soldier and Trooper sort of run counter to that by simply absorbing them into the "regular" armies of the Old Rep and Sith. I would focus on giving them a unique niche in the Old Rep or Sith factions.
I question the Sith Affinity a bit. Although they DID serve the bad guys, it was more that they went with Vaklu than the Sith per se.

Synergy with Onderon allies Affinity for Vaklu Any of the squad abilities?

It's tough for me to give a clear answer, because it's sort of colored by my own Onderon plans, but that sounds reasonable.
Affinity for Vaklu makes sense, and either Synergy or a Squad power sounds good. I'd stay away from both, though.

Okay, what's Squad Firepower?
And, I think that the more squad powers, the better. It encourages more canonical gameplay than having Mas Amedda alongside a Mouse Droid alongside Darth Vader alongside a Dark Trooper.

Were these guys really good enough to deserve two squad powers? I assumed that the Squad abilities didn't represent how good they were, but how often they were a part of a squad - which I think was alot (or almost all the time) with the Onderon Soldiers.

I guess. Based on the pieces who have it (all of who are sorta veteran military types), I assumed that it implied quite a bit of training/experience.
