Yeah, but 20 hp isn't a whole lot anymore. When typical base damage is 20 - even on troopers, now.

Seriously, though, the actual number is not important. In binary (yes/no) terms, the ability to remove damage is HUGE in and of itself. A faction or squad with the option to remove damage has so many more tactical choices than one that doesn't.
I'm not saying that Force Heal shouldn't be used, but it should be used with caution. It probably doesn't belong on a non-unique, and should never an an "add on, oh-well-I-guess-he-can-have-one-more-Force-power" decision. I'm not saying that's what it is here, but to me, it feels kinda tacked on.

Also, I don't know that I'd call base 20 damage "typical": 24/41 of the pieces in the most recent set have 10 damage.

Most, if not all, of those 24 probably have some way (by their own abilities or by Commander Effects) to do more though. So I guess that's a moot point.
Well, anyway, I'll remove Force Heal. To keep Whirlwind.

There are very few characters with base 10 damage and no way to boost it... but I was responding to JM's statement that 20 is now "average." Not to sidebar too much, but there's actually a growing number of pieces with base 30 damage as well, and the interesting thing is that (for ranged pieces, anyway) the CzerkSci means that base 10, base 20, and base 30 all have completely different nuances beyond just the amount of damage they do. Okay, sorry for the divert.

Okay. Going back to the OP, I think this guy's base stats are way too high. Almost Mace/Yoda caliber. I'd say drop the defense and attack by a point or two, and drop the cost by about 15-18 points.
