Although Vrook is one of the members of the Jedi Councill, I don't much see him as a commander type. I'd stat him with Loner, most likely!

I think he's missing a "hook" and may be too similar too some of your other pieces. He has Recon, which does basically the same thing as Anticipation (which appears on two of your other Jedi). And, like Kavar, he's a 70+ piece with Bodyguard. Sure, Recovery is nice, and he's got Sever Force (which I'll touch on in a moment), but what does he really bring to the faction? For 70+ points, he's gotta have a pretty compelling reason to be played!
Why did you give Vrook Sever Force? He doesn't have the ability, near as I know.

He (along with the other remaining Jedi Masters) was going to cut the Exile off from the Force, IYRC. I could equally give the others it, I guess. But I decided to give it to the most 'senior' of them.

I would speculate that the severing was going to be a COLLECTIVE action, almost a ceremony or ritual that would require a couple of them to participate to pull it off... sort of like "mental surgery" rather than the snap on/off switch that the Force power is.
The EU is generally very careful to keep a lid on too many people being able to sever the Force, since it's such a big thing.

In my generator this guy only registers at 54 (with recovery 20 and mettle in place of shien style). I thought it was high on first glance. Any thoughts?

My generator puts him at less than 50... but that's just going by the numbers. Not sure what equation you use, but most generators tend to break down a bit at costs of above 30 or so, since they don't account for the cumulative effect of abilities.
For example, the combo of Bodyguard + Force Renewal + Force Recovery should cost more than the sum of the costs of the three individual abilities because it's a very potent set of abilities.
Similarly, Recon + Stealth should probably cost slightly more than either ability alone. Ditto the idea of Recon on such a powerful piece. Part of what keeps Recon "cheap" is that it's a risk to use. You have to expose the piece with Recon, and the majority of pieces with Recon are fragile enough that you have to plan to protect them. Not so here.
Upon closer inspection, I agree that this Vrook is overpriced (I'd probably say high 50s, low 60s), but I also think that he suffers from being too much of a "renaissance man" piece. This guy has too many gimmicks shoehorned onto a single piece. we generally see that with Fringe pieces (for example, Nym or the new Lobot), which makes sense for game balance.
