I've got some concerns about the design of this piece. Although WotC has only used Light Tutor once, it seems like something intended to stay in the hands of a unique character. As is, potential for mischief now exists. What if multiple Light Tutors take the same trainee? What happens then?
While I kinda like the concept of Jedi Historian, it seems a bit open-ended (for lack of a better term) when compared to other special abilities designed by WotC.
I'm sorry I can't offer something more concrete, but I feel like this piece could, if not explored very carefully, lead to some surprising and unexpected abuse.

I agree that a "generic" character shouldn't have Light Tutor, the idea of the Chronicler/Historian has piqued my interest for awhile. Would a Chronicler/Historian have Light Tutor or some other similar ability? Just to play devils advocate, I toss in a Force power I created for my Jocasta Nu custom
Force Instruction - At the beginning of the skirmish, select one allied character with a Force rating. That character gains Force Renewal 1 for the rest of the skirmish.
My rationale is that the Chief Archivist/Librarian is there to impart knowledge and wisdom, or Instruction. Only one Jocasta, only one fig can receive it. Valuable, but not game changing.
Would either Tutor/Instruction power fit into a generic? If the generic's pt total was high enough, you couldn't add more than 1-2 figs; any more and you can't add enough Force users to make it worthwhile ...

I think it's basically Jedi Librarian/Historian (at least that's my interpretation). Dorak, and possibly Atris and Jocasta Nu would fit into this category.

If you want to focus on Light Tutor, one possibility would be to give the character no attack or damage. Essentially, he or she becomes sort of a walking commander effect (or a limited version of Force Spirit, I guess). The potential for mischief still exists, but if a player is willing to spend the points on multiple pieces that can pretty much only supply a few extra FPs, then so be it.
A lack of attack, however, would all into question the nature of Jedi Historian, because some abilities would imply use of attacks, so if you're still looking for something with BOTH abilities, that solution doesn't work.
As for Jedi Historian, here's a link to a 3-page discussion about the idea of a Jedi Chronicler from 2007. We were working on Dorak (who is unique) specifically, so some might not apply here.

I kinda agree with gwek here, but have my own ideas as well.
Why not make the chronicler a non unique version of rebel yoda? No attack or daamge, but plenty of defensive force powers to keep her alive
then use Light tutor or some other form of "training" to show their ability to help others, and you have a solid figure.
I wouldnt give the chronicler FR, but maybe 4-5 FP, and abilities like Force Alter, Force Defense, Force Absorb, Force Bubble, etc...things that will protect them while they "help" those who are studying the archives

With respect to Light Tutor, one thing that we discussed in the Dorak thread (which might apply here, or might not) was the potential difference between Dorak and Zhar Lestin. We wound up with the philosophical approach that Zhar was a mentor to a single tutor (Light Tutor), whereas Dorak might be supportive of MULTIPLE young'uns (sort of the difference of, say Prequel Trilogy Kenobi [single student] vs Prequel Trilogy Yoda [multiple younglings]).

Not to get off Light Tutor (although a Librarian should be able to teach/impart knowledge) but I just reread Sharrakor's Jedi Historian ability ... it seems to imply that the Jedi Chronicler can copy another ally fig's abilities if I read that right? That has waaaay to much potential for abuse. Jocasta Nu suddenly has Force Push 4, Shatterpoint, and any other power you can imagine? Doesn't seem right .... But I do see gwek's point on what a Light Tutor should do, especially his example of "sort of the difference of, say Prequel Trilogy Kenobi [single student] vs Prequel Trilogy Yoda [multiple younglings]" If you run a Attack on the Temple scenario, you gotta have a Jedi Librarian/Historian/Chronicler
