Impulsive Tactics Broker is an odd but intriguing concept... although it seems more like something that should be on a unique.

On the old board we were going on and on about how much we hated tactics broker. So I wanted to make is useful hence impulsive broker. It then felt like a very Bothan thing to do. I also added the reserves so that there was a possibility of getting tactics fodder before it took effect.

He's a bit obscure, but how about Traest Kre'fey? I COULD see it as Borsk, but I don't know that he'd be my first pick.
In any event, I think it's a cool idea, and agree that it does "feel Bothan." I'd suggest taking the concept and a) making it unique, and b) assigning it to a faction rather than Fringe (probably NR, if we're talking Bothans). That reduces the abuse potential a bit, and gives a little more focus to the conversation.
My personal opinion is that that'd be better than a Fringe unique, but it's your piece to play with...

New Republic, from during the Vong war. Check him out (and his wartime philosophy) on wookieepedia.

According to Wookieepedia, he doesn't seem to be a particularly SKILLED tactician...

I know he's not a Bothan, but I just recently read nearly the entire Legacy comic series and thought about Gar Stazi

Gar is another interesting option, although I do kinda like the Bothan angle... Impulsive Tactics Broker is so... scheme-y. No matter how you slide it, though, I'd suggest closing down this thread and opening one up in the New Republic section.

This is a very interesting piece. I like it quite a bit. I don't think he's unbalanced as a Non-Unique, but I think, to be safe, he should be a Unique.

Yeah. Find a Unique character that would fit this mold, and I think it's good.
