Well, I think Scramble is a lot more effective than Sabotage. But you are right. I don't know why I didn't give him it. Perhaps I should replace Scramble with it?

I think Scramble's okay. I still think these guys should be Rebel, in which case this piece is essentially an upgrade of the Mon Cal Tech. Just need to make sure the price is high enough (which I think it is, but would need to do a final check based on faction).

The Mon Cal TS costs 4. Assuming Rapport and Kota's Militia drop off as a Rebel, the Saboteur has:
+2 Defense +2 Attack Militia Trooper
I'd bump him to 8 for the stats, then probably another +1 or +2, to 9 or 10, for Militia Trooper. The two commander effects that he gains access to by counting as a Rebel Trooper are pretty good, and Twin Attack especially has good synergy with Scramble (even if the target makes the first save to avoid activation, they've got a second one on the way...).
At 10, he costs the same as 2 Rebel Troopers (who have lower defense and lack Scramble) or 2.5 Mon Cal Techs (who are lousier all around, but still cheap enough to use as fodder).

Why does he have both Kota's Militia and Militia Trooper? Couldn't you just combine them into one SA?
Anyway, the cost is way too high. Compare them to the Raxus Prime Troopers, who have the same base stats, Wall Climber instead of Scramble (pretty even trade), and count as a trooper by default, plus the trooper-specific CEs they are subject to are loads better (namely the +6 defense and Adv. Cover). I'd say put these guys at 6 (the Rebels still have Rieekan), but b/c of Kota's Rapport, I'd say 7. Ten is way overboard, IMO.
