Way underpriced, compared to the non-elite berserker. The stats alone probably put at at 20+, before you account for the changes in special abilities.
I think Twin Attack is overkill (and potentially a seriously game-unbalancing pieces when you consider the commander effects he's subject to as a Fringe piece). Charging Assualt and Stable Footing is already a cool enough combo to build him around.
My suggestion would be to drop Twin Attack, Drop the HP, Attack, and Defense a little bit. He's still a VERY good melee piece, without eclipsing others (and should still come in at a cost of under 20).

Hmmm... if I were to leave it at its cost, do I really need to drop its Defense? I assumed it was already low for its cost.

If you finesse the other stuff, I think the Def 14 could stay and it could still be balanced.

Looks good to me. six points higher than the "regular" berserker, but this guy has somewhat better stats, is Fringe, and definitely has a better mix of special abilities.
He's a little bit of a step down from the Old Rep's Wookiee Elite Warrior, but that's okay because Fringe pieces are often slightly less "cost-effective" than the factioned peers.
