Commander Effect Allies with Scavenger (including this character) within 6 squares can use 2 abilities that replace attacks instead of 1 on its turn.
Another ability which I was toying around with. I don't see any means to break it.

The is Drexl Roosh, from TFU, yes?
I played TFU on the XBox, so I've never actually seen him. I'm going from the Wookieepedia and what little I remember from the novel...
Per Wookieepedia, he doesn't really fight until cornered, so I'm not so sure about the Double Attack (and possibly Parry). There are a number of relatively cheap (and solid) Fringe types without Double Attack, after all.
Also, Jedi Hunter seems a bit excessive for a guy who fought a total of one Jedi.
In the book, he apparently finds a Jet Pack in the novel, so it might give him an interesting niche if his Scavenger were for Flight (via the Jetpack) rather than Grenades. In that case, you might want to consider giving him Grenades as a regular ability instead (especially if you drop Double Attack).
Is it safe to assume you're working on Rodian lackeys for him? If so, I'll hold off any any comments on the commander effect until I see them (so we can see how the "Scavenger Cartel" works together).

Actually when I made him Wookieepedia didn't have any information on him, so I had to use the strategy guide as an information resource, and it mentioned that he was good at fighting Jedi.
I'll fix him up in a moment.

Looks pretty good, but you might want to compare him to the existing Fringe uniques. He's a pretty tough customer (putting some of the big name bounty hunters to shame).
How does Scavenger work? It provides the bonus for the remainder of the skirmish, yes? Might want to spell that out.
Might also want to make it a) usable only WITHIN low terrain (the character is rooting around) or b) replaces turn. (Not saying to make either change, necessarily, but consider them).
With repsect to the commander effect, is the intention that the character can attempt to Scavenge twice? Because right now, that's the affect. I feel like maybe Scavenger should replace turn instead of attacks, especially if the bonus ability remains for the rest of the skirmish.

Scavenger wouldn't stack with itself currently (or probably not at all). Even if you were to use Scavenger twice (on say the Rodian Heavy Defender) you technically couldn't get its ability (Grenades 10, I think) twice. So, Drexl's CE's main use is actually for the abilities they gain (Grenades, Satchel Charge).
Should I perhaps lower Cunning Attack +20?

I think Scavenger WOULD stack with itself: if you use it once, you have a 50% chance of gaining the item, right? But using Drexl's commander effect, if you fail the first time, you can try a second time.
Or, if you're successful, you can use Scavenger then immediagely use the ability you just gained.
Not necessarily game breaking, but I think the option to gain a new ability here should take a full turn.

I think he looks pretty good. Let's wait for another opinion or two, but I could even see the cost going down 2 or 3 points.

I think this guy is done, but I think renaming the different Scavenger abilities could prevent some confusion.
