Why Melee? Why not just 0 attack, 0 damage like the Zabrak Fringer?

I have the same question as RS, although for the price, he's a substandard trooper (Flamethrower aside), so it seems decently well-balanced.
My issue is with Flamethrower 20. I think it should be lowered to FT10. With the exception of the SAD (which is an expensive droid), there are no generics with Flamethrower 20. This would also represent the cheapest Flamethrower 20 option, by a pretty large margin (the next one up costs 18).

Here's a slightly modified version of Monni316's stats from Wizards.
INCINERATOR TROOPER Faction: Imperial Cost: 16
HP: 30 Def: 15 Att: +0 Dmg: 0
Special Abilities: Flamethrower 20 Shields 1
And it seems very playable. I hope you realize, gwek, that almost any character in the game has access to 20 damage or more. An 18 point piece with 20 HP would be a waste of points. Plus, Flamethrower is not that common of an ability, it's mainly on higher end Bounty Hunters The cheapest FT that we have is on the Zabrak Fringer (FT 10 for 11 pts, though that was RotS)

I understand perfectly well that most characters have access to 20 damage or more.
However, and attack that does 20 damage is VERY different than the ability to automatically do damage--without roll or save--at a distance (to potentially multiple characters).
There's a reason that FT20 is mostly on higher end bounty hunters.

Hmm. If only there was a Flamethrower 15... If he had FT 10, he would need to cost less, maybe like 11-13?

There have been times I've wished for a bit more gradation myself...
Tough to price until we see what Sharrakor wants to do with it. If he decides to drop FT 10, there's still the question of whether it has melee attack and 10 damage vs att/dam=0...

Anyway, if you just don't want him shooting, that still doesn't mean he needs to have an attack and damage value.

They melee'd you. As in they hit you with their weapon. When you were close that is.
What character with Melee doesn't have an Attack and Damage value?

Well, I've been thinking, and, if you wanted to give him a "Flamethrower 15", you could do something like this:
Flamethrower: (replaces attacks: range 6; 20 damage to target and each adjacent target, save 11. On a success, the characters instead take 10 damage)
It's just a thought, he could have Flamethrower 10. What do you think?

@sharrakor Ah, I understand now. However, other characters who rely on special abilities as their only attack (aka Zabrak Fringer) don't have melee or attack/damage values.

What about just giving him 0 dam and then mighty swing? That way he cant just run around hitting people.
