Does Squad Assault stack with a basic bonus like the +2 in his commander effect? I forget what the ruling on something like that is.

Yeah it does stack. Its similar to the Snowtrooper Commander's CE.

This reminds me f the characters I made up last summer that made up my platoon from Kota's Militia. The Chandra-Fan Tech Specialist was from that group .....

I would drop the +2 to attack, since it's almost "not fair."
You might want to consider going with a modified CE that allows all characters with Kota's Militia to be considered the same name for purposes of squad powers (like the new Gree has, but limited to just Kota's Militia). In that case, I would make drop the defense, too.

The commander effect "double dips" and provides two stacking bonuses to Attack.

Ah, right. Well is it any different from the Snowtrooper Commander's CE?
Maybe it should be Squad Firepower instead?

If you want to compare it to the Snowtrooper Commander, his CE is limited to a very select group of pieces (currently 3) who are not nearly as versatile as the Militia pieces. It's also limited to followers within 6 squares. I think the SnowComm does a good job of boosting a few pieces that need it--your militia don't look like they need the boost!
How about the ol' "counts as the same name for Squad abilities" for pieces with Kota's Militia?

That could work out really nice. I think that may be the solution to the commander effect
beyond that, i really like the piece. Fits Kota quiet well.

I've apparently outflanked my own suggestions. Over on the Militia pieces, I suggested a "Militia Trooper," which lets them all basically count as the same thing anyway, so if Sharr goes with that, it renders the whole same name thing moot!
How about this for something semi-radical: "Non-Unique Rebel commanders gain Militia Trooper"?
There are two Trooper-specific commander effects (3 if you use Garm to bring in an NR commander), but they all affect only followers, so the only thing that Rebel commanders would gain is that they could benefit from Kota's Squad Assault. In essense, this sort of allows Kota to "recruit" Rebel commanders into his Militia sub-faction.

So, the CE should be:
Each ally with Militia Trooper gains Squad Assault. (I'm think it should be Squad Cover though)
AND
Non-Unique Rebel commanders gain Militia Trooper.
