the two actually looked similar enough that she doubled for leia sometimes, and was more fericly protective of the solo twins than leia, but that could be a NR winter
agree with maverick...needs something else special to be truly winter

Kinda liked the Surprise Move idea ...
I read up on Winter in Wookiepedia ... she was very good with electronics. Override is my nod towards that. I played with Jolt, Scramble, Sabotage, etc. but my weakness for 20ish point figs won out.
I originally had a Protective +10 for Jacen and Jaina, but when Jacen turned Sith it didn't seem right to have a protective Winter.

Winter, especially Rebel-era Winter, wasn't really a fighter, but a spy with a photographic memory. Her code name was Targeter, because she would be sent in first in disguise to do recon and establish a target and then others would follow to do the "heavy lifting."
She was raised with Leia, and trained, as has been pointed out, to be her double, much as Padme had her handmaidens (no surprise, since the idea of the Queen's Double actually dates back to some of the very early drafts of "The Star Wars" from the early 1970s).
I would see her as a low-end combatant (no more than 30 or 40 HP), similar to Juno Ecliplse, Deena Shan, or the "Senator" versions of Leia.
As I said in the Alderaan Diplomat thread, I think that the Recon/Diplomat combo could work for her (since this is a very good representation of a lot of her early work for the Rebellion).
She did have technical expertise, and something like Override would be appropriate, but if she didn't have it, I don't think it would be an egregious error.
I could see her "proxying" for Leia being represented by some sort of very limited "swap" ability ("At the end of this character's turn, she can swap positions with a character named Leia Organa" or somesuch). It would have to be phrased carefully to aboid abuse, but it could be interesting.
Finally, although it would probably up her price too much, I could see her with Rebel Reinforcements or Reserves, based on her time as an intelligence agent, where she would assess the situation then call in the appropriate support.

I understand the recon bit, the protective aspect of her towards the kids, Leia, etc but I tried to keep it simple ... and in the 20's pt range. Would dropping evade for recon be better?
Mav & Plane said something seems missing; is it because I didn't overload her with Protect or recon, or just something yet to be named?

I think the problem here is that you're basically working toward NR-era Winter, not Rebel Winter, who has a very different focus.

I think Mobile would fit htis character. Also make sure you add "Leia's" to bodyguard, since your definition says "allied character named Leia"

I really do liek where you are ehaidng with this winter
but, it feels more like a piece with winters name on it. Still needs something Iconic to make it winter.
Perhaps something as simple as rapport with Tychu Chelu, her husband...that would encourage playing well with others like leia, and tychu.

You mean Intuition? I don't think she was Force sensitive...
Also, the Bodyguard should be "Leia's Bodyguard", because it's character-specific.
And, one last thing, I think she should have Door Gimmick instead of Override. All the characters with Override are Cyborgs or Droids, and I'm still trying to figure out why the ERC has it. I think Door Gimmick would be better, and you could lower the high cost to about 15-17. With Intuition (and Door Gimmick), probably 19.
