Embrace of Pain could be really broken, maybe not on him because he deasl 10 DMG, but on the stronger Vong. A constant +2 Atk is rather ridiculous. I would say +4 or even +5 that remains for the rest of the game, but doesn't stack.
Just to give an example why it is broken, I'd group all my Vong together and use a Fringe who has Greandes10 and just keep hitting them to boost their attack, heal them up and then rush out with a +27 ATK. Of course, if you changed it to a save to get the bonus or if it only went off when your opponent dealt damage I can still see it very powerful, but not broken.
Bonuses like this stacking are not something I like to see.

Embrace of Pain seems similar to my Masochist/Sadist mechanic. Biggest difference is the fact that yours is permanent. Also, since my figure with it was lost, there is no record of it I think having the bonus stay until the end of the characters next activation works quiet well, and still accomplishes your ultimate goal-A larger attack value based on damage taken/received A perma +2 just becomes unnessecary. Other than that, a very solid figure for the faction.

You know, Zuty, you bring up a very interesting problem I hadn't noticed before. Perhaps I should change it to "every 10 damage dealt by an enemy"?

I think that anything that stacks with itself is going to be problematic here. I think the solution that Zuty and PW suggested works best.
Another options would be to make is basically a personal variation of Protective, where Damage (or Attack?) goes up when the character is not at full capacity.
I would also drop Cunning Attack. He's got a LOT of stuff, and can easily get Cunning Attack from the AAO.

Ok, I'm changing it to:
(+4 Attack and +10 Damage when this character is wounded)

If he had more than 10 Damage, I'd say drop Jedi Hunter or Embrace of Pain. However, with his fairly low damage potential, with the accompanying low cost, he's not all that unbalanced. However, I do believe the CE should have a range limit to it.

There is a new SA from JA, Sacrification (from the PV Priest), that does basically the same thing as the CE. So give Sheado Sacrification +10, drop the Embrace of Pain part from the CE, and change it to giving YV allies within 6 Blodthirsty. He's probably overcosted with a range limit on the CE, I'd see him in the high 30s.

Actually, that brings up something interesting. Would it be better to give him Scarification (which wouldn't stack with another Scarification) or to leave the current CE (which would stack)?
I mean, what does the Yuuzhan really need?

Hmm. +8 attack and +20 damage if they're hurt? That may be a bit too much - sure, you have to pay for the fragile and otherwise useless piece and Sheado here...but the YV Jedi Hunters can now hit an unactivated Jedi twice for 70 damage each at a +29 attack while moving (taking Tsavong, Shaper, AS Officer into account, which isn't that expensive, plus there's Yomin Carr you could throw in, and they have Bloodthirsty as well...). And with the crab armor, it's pretty much impossible to kill more than one in a round, with means they're going to go crazy.
Sure, the Vong could use this, but, to me, as a melee faction they could use swapping or extra movement CEs a lot more, or even Revan's CE. I'm not sure if making a character a Lord Vader when he's injured and a normal YV (which is usually pretty bad) when he's not is what the Vong need.
