I think we should drop the defense a point (to 21), and LS Defense in favour of Block . With these changes, you at least have to pay for Wedge/Leia to get her really good defensively. Works for me.

Why did you italicize Block? Is that the ability you would prefer, and if so, why?
BH9@ K, sounds good. 21 defense is still respectable, especially with 140 HP. Sounds good.

As previously stated, if we don't include Force Valor, then I'd rather have LS Block than Deflect. If FV is included (and Saba therefore cannot benefit from Wedge's CE) then I'd like to see LS Defense. I used bold/italics to denote a change to the quote.

Going back over her, she had quite a discussion on whether she should have Rolling Cleve, Valor, Deflect over Defense, and Renewal. Maybe I didn't go back far enough, but I didn't see a discussion on Rend ... perhaps dropping Rend? I don't remember her using it; all I really remember to be honest is supposedly she was one of the better Duelists and yet we seem to have lost that ...

Okay, here's what we have with the descriptions included:
Saba Sebatyne Cost: 46 Faction: New Republic Hit Points: 140 Defense: 21 Attack: 14 Damage: 20
Unique, Melee Attack, Double Attack Ambush (This character can move and then make all its attacks against 1 enemy who has not activated this round) Rend +20 (If both of its attacks hit the same adjacent enemy, this character's second attack gets +20 Damage ) Rolling Cleave (Once per turn, if this character defeats an adjacent enemy by making an attack, it can immediately move 1 square and then make 1 attack against another adjacent enemy without provoking an attack of opportunity)
Force 2, Force Renewal 1 Force Leap (Force 1: This turn, this character can move through enemy characters without provoking attacks of opportunity) Lightsaber Block (Force 1: When hit by a melee attack, this character takes no damage with a save of 11) Surprise Move ( Force 1; Once per round, after initiative is determined, this character can immediately move up to its Speed before any other character activates)

Although not as dense as some, I think she can be streamlined a bit.
As Surf points out, we may also not have quite captured the flavor. Part of the issue with Saba (Well, with the faction) is making her feel unique when compared with the other NR Jedi in her general power level.

Which means if we were to make her a duelist, she would have KKCI and Shado to contend with...
I think if we have to remove something, it should be Surprise Move. (Depending on how many other NLT pieces end up having it...since the number now is at least three)

I'm not a big fan of Ambush on her. To me, it seems like it belongs on critters and possibly bad guys. I do understand the "hunter" angle with her, though...
Still, Surprise Move + Ambush + Force Leap is a lot of movement, and Rend+20 on top of it means she's can move a considerable distance than inflict some pretty solid hurt.
I kinda of want to go radical, gut her, and start almost from scratch.
I'm seeing a Double Attack/Twin Attack character, along the lines of recent Ventresses and JM Kit Fisto. It would make her an offensive piece second to Luke, and I don't think the New Rep currently has anything comparable.
Maybe:
Double Attack Twin Attack Possibly a Lightsaber Style?
Force 3 Force Renewal Force Leap or Master Speed Lightsaber Defense Possibly one other Force power (Force Valor? Force Sense? A Push/Repulse?)
