Uh, that's how the original was... No, you changed the entire CE, Shields included, to followers without a Force rating. He looks good, though I still think the CE should be worded the way I had it in my last post, but that's minor. What do others think?

If he's going to give out Shields, I think it should be Allies. It's already limited by non-Fringe (which does a great deal to limit squad building options for Karath). In fact, I think I agree with the suggestion to cut out the range.
Changing Accurate to Allies rather than followers would impact 2 pieces in each faction, I think (all non-Unique). Allowing those with a Force rating to also have access would give Accurate Shot to the Dark Jedi, the Jedi Sentinel, Mira, and Atton Rand.

Here's GWEk's update that we were working off of:
Fringe characters are not subject to these commander effects. Followers within 6 squares without a Force rating gain Accurate Shot. Allies within 6 squares gain Shields 1.
and my updated version:

The only difference is who gains Shields, the entirety of it was not changed.
Accurate to allies might be a little overboard. We don't know what OR pieces might come out in the future (MotF should have some). I think keeping it followers makes it powerful, but not too powerful. Shields to Allies is fine.

I never suggested that Accurate Shot be given to allies, I suggested we drop the range limit from the part of the CE that gives out Accurate. It was GWEk who threw out the idea of Accurate to allies.
Here's what we've got:
Admiral Saul Karath Cost: 25 Hit Points: 60 Defense: 17 Attack: 9 Damage: 10
Unique Accurate Shot (Can attack an enemy with cover even if it's not the nearest enemy) Affinity (This character may be in an Old Republic squad) Old Republic Military Reserves 20 (If you roll exactly 19 for initiative, you can add up to 20 points of non-Unique Old Republic followers without a Force rating to your squad immediately before your first activation of the round) Recon (Roll twice for initiative once per round, choosing either roll, if any character with Recon in the same squad has line of sight to an enemy) Shields 2 (When this character takes damage, make 2 saves; each roll of 11 reduces the damage dealt by 10)
Commander Effect: Fringe characters are not subject to these effects. Followers without a Force rating gain Accurate Shot. Allies within 6 squares gain Shields 1.

Ah yes that's correct. I agree that Accurate to allies is probably a bit overboard, even though it doesn't currently affect any abusable pieces.
That said, I think that version you posted, RS, is perfect.
Just out of curiosity, though (this may have been Gwek's decision): why was 19 chosen for the reserves roll? I think the only reserve rolls we've seen from WotC are 1, 6, 11, and 20 (not including Kazdan/Wat's Immediate Reserves). Because the Republic has there reserve rolls set at 20, I could see the OR having the same reserve roll. If not, 16 would be another possibility. Nineteen just seems a little odd to me.

Ya, 19's a little wacked. I would be fine with 16. The way Reserves is currently handled:
Republic: roll of 20 Seps: roll of 1 Fringe: roll of 11 Imperial: roll of 6

Sorry about the 19, guys. I thought there were other "off" numbers... but I think I'm thinking of other customs--d'oh!
I've cahnged the Reserves to 16 and deleted "within 6 squares" from the first part of the CE.
