The definition for unstable is incomplete. "he must make a save of 11...or he can't use it....or he loses a force point...or he uses it on an ally...or he takes damage...or you lose? " It needs the result of the save or failed save.

I'm assuming the "He can't use it" one, but there's no way to know for sure.

Nah. It's obviously, "you lose the skirmish, and must either set all figures, their respective cards, and the map on fire, or give all the Star Wars miniatures you own to your opponent."

Man this guy's got a crazy mess of abilities. He is very good offensively with MR 2, Double, GMA, Advantageous, and JH. Defensively, he has Flight, which is exceptional with GMA. He also has a ton of control abilities with Dominate and Pawn of the Dark Side. And on top of that, he has a very good CE.
Based on what I think you're going with here, I would suggest making these changes:
-drop either Advantageous Attack or Jedi Hunter -drop either Dominate or Pawn of the Dark Side -change Unstable to this: If this character has half hit points or less, he cannot use Force powers; save 11)
