Well, I made this character as apart of a custom set. This set did not allow me too make a Fallen Apprentice. I therefore delegated a position for a non-Unique version of him.

I think he's too powerful for a generic (and, as a side note, find it odd that a "stalker" character wouldn't have some form of Stealth).
There seems to be a rule at WotC that "normal folk" can cost more than 30 unless they're unique (presumably to allow the unique characters to retain their niche).
Categorically, every non-unique piece with a cost over 30 that was created by WotC brings with it certain limitations (with the arguable exception of the Bomarr Monk). The vast majority of them are huge, and those that are not, are droids.

Not bad, but still too powerful for a non-unique. I'd put the cost at about 35 (which is at least 5 too high for a non-unique).
Stick "Unique" on him and knock the cost down to 33 and I'm cool with him. Otherwise, I think he's too tough. (In which case, I'd suggest maybe dropping both Force powers, lowering FPs to 2, and knocking 1-2 off Attack AND Defense... That puts him "just" in the high 20s).

That looks more acceptable. One block, then he's done with the Force. And Force 3 is significantly different than Force 1.
