Looks interesting. I would drop the size restriction; Hailfires and Droid Starfighters are some of the most useless characters in the game. Some of these guys and some of those Droids would be potent, even though the Droids would die quickly. Fourteen seems good for the cost.
And on the subject of Tractor Lift, I think the closest analong would be Melee Reach, not Levitate.
I think this guy looks good.
