PW's concerns seem pretty reasonable. I'm going to re-jigger a few things and post later this weekend, when I have a little more time (unless tomorrow afternoon is slow at work... because I already know the morning ain't gonna be).

I've been thinking about PW's comments and what role Hanharr should fill in the faction. I certainly don't want him to eclipse Darth Bane, so I think he can either a) become more expensive, or b) become a little weaker.
I'm going to explore the second idea and see if that gets us to a better balanced piece.
The changes I've made are as follows:
--Dropped Momentum --Lowered Attack by 3 --Lowered Defense by 3 --Lowered HP by 10
He's still capable of a lot of damage output, but the lower Attack and loss of Momentum reduce his chance to hit significantly (but he's cheap enough to still be able to benefit from one or more CEs).
The lower defense make him almost impossible to miss (not that 14 was any great number), making him a bit of a risk, and a character you need to plan around if you want to use. He brings a lot of hurt to the fight, but the trick is in getting him to the fight.
Thoughts?

That version works very well now. He no longer is the new bane at 100, and he doesnt overshadow the Sith Lord. He is still a dangerous character, as he should be, that fits the factions theme quiet well.
As far as a cost goes, I would say 32-35, making him a an option to consider agaisnt the droids in the faction.
He has a nice niche as a damage sponge and heavy hitter, letting your larger and more dangerous sith deal with threats while Hanharr just rampages through the board until he is dead.
