Design Notes
There already a few existing custom Kavars, but I wanted to try my hand at making one. Unlike some others I've seen, I didn't attempt to make him a combat powerhouse (although he's certainly no slouch), but to also reflect his tactical and leadership skills.
Statwise, he's in the same general neighborbood as the high-end Old Republic Jedi. He's a little heartier than Nomi, for example, but not enough that it should make a huge difference.
His protective nature is reflected in Bodyguard (and also Lightsaber Guardian) and his tactical abilities are seen in Never Tell Me the Odds. Kavar is described as a tactician, but my impression is that he's somewhat passive and reactionary, so I didn't want to give him Master Tactician. Instead, he's a "spoiler" tactician, which is in keeping with much of the feel of the faction as the sort of "counter" faction.
Although he starts with Force 3 and has Renewal, he'll have to be more prudent than many of his peers because his powers are both expensive. Force Stun 3 is an upgrade of the existing version that can take out multiple targets (we see him use this in the game). Pricing it high was intentional, to give him a different feel than, say, the Jedi Consular.
Lightsaber Guardian is sort of his "signature" ability as a mini. Although expensive, it brings to the Old Republic a Force-based version of the Gungun Shieldbearer's Energy Shields. It's pretty pricey, but if used at the opportune time, it can turn the tide of battle.
Futher, his commander effect allows him to share Lightsaber Guardian with a limited number of allies (currently, just 3: Bastila, Lucien, and Jolee).
The secondary part of his commander effect, which provides the Guardian special ability to the same three allies, is also important, as it allows these characters to benefit from Squad-named special abilities. Kavar himself is a Guardian, and although he can't benefit, he can still participate, offering his "support."
Paired with Kavar and the right support pieces, we can see a very different Bastila than the one presented in CotF. If she doesn't use Battle Meditation or Force Valor (because either will make her a commander, and not subject to Kavar's CE), she can benefit not only from Kavar's CE, but, by extension, the CEs of the OR Captain and OR Officer. Up her defense +3, give her Squad Assault and Squad Firepower, and she becomes a dangerous follower. Similarly, Lucien, already impressive, becomes more fearsome with Squad abilities on his side.
As a sidenote, the use of Lightsaber Guardian, especially as part of a limited commander effect, suggests that maybe we want a generic piece with Lightsaber Defense to be able to pick up Guardian.
