That's a lot packed onto a low-end piece (remember, the WotC average for a non-unique character is less than 2 special abilities).
Although I can sort of see the theme with Loner, I think he might be a cleaner character if Loner were dropped and some of the stats (HP, Def, maybe even Att) were upped a little to make him more durable. Although Mines are a nice touch, overall, he doesn't pack a lot of punch compared to other Mandalorian Melee options.

Well the point of him is to block off areas, or to prevent enemy characters from moving to your beat or your support characters.

Ah, okay, now I see what you're going for.
If that's the niche you're looking for him to fill, I still think Loner should go away, replaced by a little more durability in the basic stats. Even as a "blocker," it's not unlikely that he's going to be within 6 squares of an ally a lot of the time.
If you're willing to let the cost go up a bit, you might want to lose Melee Attack. As is, the Defender sort of hunkers down in his position and waits for opponents to come to him. Once he's in position to defense, there's not really much he can do, if the opponents don't come to him. With Melee Attack removed, he can both stand where he needs to AND delivery some damage (to targets that approach or bypass him).
I don't think Melee Attack definitely needs to go, but I he might serve a more flexible role without it.

Actually, at first he had Gregarious. But I changed when I posted it, as I thought it would be better. Should I replace Loner with Gregarious?
If so, should Melee stay or could it still be removed?

Personally, rather than Loner or Gregarious, I'd give him slightly higher stats (maybe Defense and Attack), even if it means pushing the price up a bit.

I think we might be getting a bit of redundancy here - check the Mandalorian Crusader already in the database:
Mandalorian Crusader Cost: 28 HP: 60 Defense: 16 Attack: +8 Damage: 20
Special Abilities: Melee Attack (This character may attack only adjacent enemies) Vibroblades +4 (This character gains +4 attack against adjacent enemies.) Twin Attack (Whenever this character attacks, he makes one extra attack against the same target.) Crusader Armor: (+ 6 defense against all melee attacks, -3 defense against non adjacent enemies) Stand Your Ground: (If this character does not move this turn, he gains +2 attack and +2 defense.) What d'you think, Sharrakor? Does the other piece cover the ground you were looking for, or do you still want to work on a Mine-laying Mando?

Nah, the Mando Crusader is what I was going for. Looking at it, the Crusader seems to be the Mando's "super Melee deterrent" with its +6 Def/+4 Atk against adjacent enemies and its +2/+2 when it doesn't move.
As a side note, I've removed Loner. And raised the HP/Def.

What are we doing here? I still like the idea of a mine laying Mando. He looks good in his current form, another option would be to drop Melee and Double in favour of another point of attack, giving enemies some incentive to go after him rather than just leave him be. This is an interesting character.

Yeah: he could be a Mandalorian Minelayer, or a Mandalorian Vanguard, or something. Make him a minelayer - that'd be a good addition to the faction.

What if I gave him: Claymore Dispenser (Allies within 6 squares gain Mines).
I don't have the Rodian Trader's abilities on me at the moment, but perhaps the Claymore Dispenser could be modelled after the Rodian's abilities (unless the above already is).
