I think he's way too powerful for his cost, especially if you compare him to existing unique pieces. I'd argue that he's more powerful than Nihilus and Nihl, both of whom cost about 10 points more. He's getting up into the range of Talon.
If you go out of faction, he compares very favorably to the somewhat similar Wolf Sazen (who costs almost 10 more), and can easily go toe-to-toe with Shado Vao or Lucien Draay.
This guy has very solid stats paired with Triple Attack/Ambush/Jedi Hunter (more on Ambush in a moment), PLUS the easy damage of Force Lightning PLUS Force Push, PLUS Drain Life (which can be used along with his attacks).
While Drain Life 2, APPEARS to be limited to 2 uses, now that we've got Holo-Sid, all bets are off. Even without Holo-Sid, he can recover 80 HP, which brings him from the brink back to full. Numerically, I think that makes him more effective than Darth Sion.
I would suggest upping the cost significantly (probably to 50+), or focusing on one aspect of him. For example, while Bandon DOES use Drain Life in the game, so do MOST of the enemies about a certain level.
Similarly, Force Push brings something new and interesting to the faction, so it might be better used on a different character rather than tucked away as a bonus ability on a devastaging fighter.
On Ambush: It's worth noting that no "normal" character has Ambush. Of WotC's 4 pieces, 3 are savage, and one is the Junk Golem (a huge droid). Could change in the future, but I don't think it was intended for "normal folk").

For a simple apprentice with not much game time, this figure here is approaching Sith lord type status and power.
While an excellent figure, he does, as gwek says, way to much.
Perhaps you should consider reducing triple to double, drain life 2 to 1, no force lightning.
This then gives you a figure worth the 32 points you have him at, better represent his strength as a decent fighter/force user, and doesnt surpass his masters at all.
110 damage on a single figure, and a potential 150 in a single round spread among 3 figures, is WAAAAAAY to powerful for an apprentice AND a figure costing 32. To keep him as is, he MUST be costed around talon.

I still have an issue with Drain Life 2. Now that I've seen it on a few characters, I realize that there's a very good reason why WotC has created Drain Life 1 and Drain Life 3 but NOT Drain Life 2. The "middle version" winds up being considerably more potent than either other version. It's just cheap enough to be used "casually" (especially when paired with HoloSid) while providing a SIGNIFICANTLY better payoff than DL1.
I think DL2 needs to be revisited (or simply not used).
as things currently stand, Darth Bandon can triple attack for up to 90 damage then ALSO use DL2 to do up to 60 more damage, healing himself by the same amount. He can do this on 2 consecutive rounds. Paired with HoloSid, he can do this almost indefinitely.

Also, I still think that Force Push AND Force Lightning are largely redundant. It may be worth noting that no existing WotC character with Force Push has a second damage-based Force power. Probably a reason for that...

I didn't even notice that the save was 16 rather than 11!!! (Why IS it 16, when the other two versions are 11?). Everything I said ASSUMED the save was 11. at 16, it's so unbalanced I can't even talk about it!

Still potent, but more reasonable.
How about something like "Drain Life Field." Maybe:
Drain Life Field (Force 2, usable only on this character’s turn: 10 damage to all adjacent living enemies; save 11. Remove damage from this character equal to the damage dealt)
Still potentially powerful, but more contingent on positioning.
If you guys have DL2 as an approved Force power, I really think it bears examining.
