Downgrading the followers could work, although I don't think "with single attack" needs to be specified (unless you mean "without Twin Attack"), since someone with Double or Triple wouldn't benefit anyway.
The Double Attack part of the commander effect came about, in part, from a discussion on the WotC boards trying to find ways to balance around the Jedi Weapon Master dilemma (wherein the JWM is a superior choice to many of the unique Jedi).
Since there are different issues here, I'm now rethinking the commander effect.
What I'd like to accomplish with HoloVandar is make a piece that will support the Jedi of the faction in one or more ways.
I think Support of the Council does that by heloing one of your tough pieces get tougher. It also gives an excellent reason to design a squad around a Jedi supported by "regular folk" with guns.
But that only helps one Jedi at a time, and is not entirely what I'm looking for.
How about this for a commander effect:
Allies with a Force rating start with +1 Force and get +2 Attack against an adjacent target for each other ally with a Force rating within 6 squares of that target.
The first part stays the same. The second part, rather than offering Double Attack, is a variant of Gang (upped to +2 to hit, but limited to only adjacent attacks). Even if you start loading up on cheap Force users like Jedi Apprentices and Human Force Adepts, the number shouldn't go too high...
I think another balancing factor is that the commander effect is a bit at odds with Lead the Attack, since there are very few characters with a Force rating and a ranged attack, so, in most cases, you'll gain one benefit or the other.
