I thought of another wording for Head Shot that follows the Vaapad/Deadly precedent. What do you think?
Head Shot (Damage from this character's attacks cannot be avoided or prevented on a natural attack roll of at least 11)
This gives HS a 50% chance of success without a save. If you want to make it more likely to take effect, drop the trigger threshold to a roll of 6.

I'm not sure it needs a save of 6, I mean it will happen most of the time anyway and needless saves can really slow down a character's turn. How would things slow down? A save for HS would simply replace a save for Evade or LS Deflect. Besides, a save 6 doesn't guarantee it will happen every time, which is one reason I like it. Its likely to happen, but not guaranteed. Or should WotC do away with all save 6 text because "it will happen most of the time anyway"? Imagine this scenario: ARC Sniper attacks a Gungan Shieldbearer. ARC rolls a save. Fails. Now the ARC rolls again for the Energy Shield save, makes it. Now the ARC rolls to attack the Shieldbearer. Misses/hits. It doesn't sound like much, but it has the potential to slow down EVERY turn the ARC Sniper takes, especially if you're running Yoda, who lets followers within 6 squares reroll failed saves.

Ok, so how about my most recent version above? No save at all, it triggers like Deadly/Vaapad/Cortosis Gauntlet.

Alright, we thought Headshot was too powerful, so we changed it. We also removed Katarn Armor, which we thought added too much defensive value for a character at this level, especially a non-unique. I added Deadeye and lowered his damage to 20; this should make him less useful on a Rex squad.
