I was inspired to create this piece after the multitude of custom figures depicting a grisly demise of Scout Troopers. I happen to think the Scouts are pretty cool, but need some "backup" to make them shine. Here is what I cooked up in that regard. Let me know what you think.
Scout Trooper Captain Cost: 18 Faction: Imperial Hit Points: 40 Defense: 17 Attack: 8 Damage: 10
Special Abilities Rapport (Allies whose name contains Scout Trooper cost -1) Stealth (If this character has cover, it does not count as the nearest enemy for an attacker farther than 6 squares when choosing targets) Transport Upgrade (Allies whose name contains Speeder Bike gain Speed 12 and lose Accelerate) Twin Attack (Whenever this character attacks, it makes 1 extra attack against the same target)
Commander Effect Allies with Scout Trooper in their name gain +4 Attack and Twin Attack.

Cool, I always thought the Scouts needed a specific commander, like the snow and sandtroopers got. This one does a pretty good job, but it doesn't help the Scouts with their low attack. Because they can already get Adv Cover from the Fel Stormie Officer, would you consider an attack boost instead? I like the addition of Twin.
Also, although this is minor, I would suggest rewording the Rapport, Transport Upgrade, and CE so that it says "Allies whose name contains X..." instead of "Allies with X in their name...", just to stay consistent with WotC's wording.

Looks good now. Cost seems a bit high for what he brings, but that's offset by the Rapport. I'd say he's good.

I think the Transport Upgrade ability, while really neat, would belong more on a different piece, like a Biker-specific captain. That, or just give all Scouts Speed 8. (It would bring the Speeder's potential strafe range to 16 and give the Scouts a welcome speed boost)

While it would be could to differentiate between Scout Troopers and Biker Scouts, WotC set the precedent with the Scout Trooper on Speeder Bike figure. In keeping with the precendent, I went with the custom above.
It would be cool to have all Scout Troopers with Speed 8, it doesn't make sense, conceptually. If a Stormtrooper has speed 6, so will a Scout Trooper.

It just seems odd that a captain on foot will be able to enhance the engines of speeder bikes.
As for Speed 8, it would show their enhanced agility.

RS, you inspired me to reconsider making a unique speeder bike. Here is the revised Scout Trooper Captain and as a bonus, a new custom: Sergeant Irol on Speeder Bike.

Stealth (If this character has cover, it does not count as the nearest enemy for an attacker farther than 6 squares when choosing targets) Twin Attack (Whenever this character attacks, it makes 1 extra attack against the same target)

Sergeant Irol on Speeder Bike Cost: 27 Faction: Imperial Hit Points: 50 Defense: 18 Attack: 7 Damage: 20

That Sergeant Irol is powerful. Giving all Scouts +4 attack, Mobile, and Twin Attack between the two characters (as a side effect, Irol gains +4 attack and Mobile Attack from the Captain) is beastly with what they alreay have (that being Stealth for the normal ones or Strafe for the bikers). Twin and Strafe has really only two precedents, that being the Basilisk War Droid and Mando Captain, and GGDAC/Whorm Loathesome and IG Lancers. No character starts with Strafe and Twin, which is extremely powerful.
I think it would be fine if you had the Sergeant Irol with Strafe and Twin (though he should cost more, like 26+), but then give Scouts something other than Twin, but would still be useful, like Cunning or Advantageous Attack.

Irol doesn't gain from STC's CE as he does not have Scout Trooper in his stats. Also, you forgot AniStap which begins with Twin and Strafe. It is 35 points, but has many things in his favor. Scout Trooper on Speeder Bike would gain +4 Attack and Twin, but has no defense and only 30 HP. It might get one decent strafe, then go boom.

Wow, I'm really impressed! This updated Scout Captain looks really good. Pathfinder and Stable Footing are perfect for him. As for Irol, he's looking pretty good too. I know if they have Speed 12 it's useless, but there's no reason to flat out remove it. Maybe you could have Upgrade give out Speed 10 and keep Accelerate, so there might be a use for it. Removing Accelerate prevents possible issues in the future with Accelerate synergies and as you stated it is a useless SA. Upping any of his stats at this point borders on being more potent than AniStap and I am quite hesitant about that.

I don't have any specific in mind, but I like to keep the future in mind when I design customs so as to minimize negative issues with future figgies.
